Will TLC ever consider capping amount of cars registered?

Wouldn't be a bad idea. Green Boro taxi permits are capped to 18,000, and theres like 50K+ black cars out there, and growing.

They charge years in advance for a license, they have no need to cap anything. The only thing that is being capped in the number of new drivers. They tests are harder to become a TLC driver so Shakazulo from Zimbabwe may not be able to pass the test without the knowledge of english and he has to keep paying in order to pass.

That is only the Medallion test you are referring to. FHV does not have english profiency exam, just 80 questions based on map reading and TLC rules. I have a feeling they will make FHV with english test soon, however.

Two years advance for a car really isn't that much "in advance" Car leases are longer than that.
