Why are Nashville's RR crossings all so bumpy and crappy?

Is it just my imagination? Or is EVERY railroad crossing in Nashville crappy? They rattle your fillings. Utter incompetence in designing the roads in this city. RR crossings shouldn't jar your car like this.

Most of them are in pretty bad shape. I just automatically slow down for them. I also find that the trains block the crossings a lot longer than it seems they should be able to. I thought 15 minutes was the longest they were allowed. The crossing on 4th Av. S and Chestnut it seems the train is always stopped there, which is real fun trying to get from downtown to Houston St. Craighead is bad also, and so is 2nd/3rd in Germantown with long wait times.
