Which is worse?

Is ignoring a ping better than taking a call and then cancelling the ride?

I have grown tired of wasting my time, wearing out my car, and burning gas to drive 20 minutes to a non-surge area for a $3 fare, sorry Uber, ain't happening.

My new policy is 15 minutes or less to an area with no surge. Surge must be 2.0+ before I'm driving further than that.

Its better to ignore a ping. You can get deactivated for too many cancellations.

Oops your in Italy. Disregard rules are different.

I think you're standards are too low. 5 minutes would seem to be an outside limit, unless you are heading that way anyhow. Particularly if you are over there in Italy, where your gasoline is a lot more expensive than it is in America.
