Uber couldn’t afford to field a fleet of driverless cars.. never would have and never will... just one market would bankrupt them.

2018, 2019 what's the difference......it's still going to happen. Reduced rates in Phoenix just to kick things off. It's called "conditioning" your target market subjects.
Maybe the way into this market is to own a fleet of autonomous Waymos or Ubers or Lyfts. Maybe that's been their plan all along.....

Who will insure and take the liability if they market it as outside owners/fleet owners utilizing their platforms? That is the question, will it then fall back to those individuals or s-corps that purchase said vehicle but operate under a lease style agreement to either of the platforms?
