It is tantamount to subsidising the fares, which is, on the surface, an unfair trade practice. Due to its ephemeral nature, though, it can be classified as an "incentive", which is permissible.

If DFHV or any agency of the District Government is subsidising the grocery runs, the DFHV Newsletter that I just received does not mention it. The District Government has signed an agreement with VIA to schlepp D.C. Government employees on errands. They can let us know how that works out, as, I understand that aside from the Accessible Taxi drivers that VIA is paying to cover accessible demand, VIA is losing drivers due to their shady treatment of those drivers. SPECIFICALLY: They will not pay up what they promise. VIA is just another razzle game, as I understand it.
