I thought there was no surge allowed at Logan

Can anyone explain this?

Lyft does this from time to time too. Probably when the queue gets closer to empty.
I'm guessing there is a clause somewhere staying they can surge in very specific scenarios

I feel like you would see frequent surges at night on Uber if they could.

They should cap the surge at taxi rates.
