Do I need a LAX ID card to drop off?

Unless your an LA based driver, they won't give you one from what I've been told
Can you confirm where you heard that ? It doesn't make sense for uber to restrict them. There are a lot of LAX drop offs from several other areas outside LA county. I get at least 4 requests a week from Coachella Valley , I don't do many unless it's a surge or no traffic.. I do have a placard .

It is not an Uber rule, it is a City of Los Angeles rule governing the airport, which is property of the City of Los Angeles.

You must have a. LAX placard to be on LAX property, both drop off and pickups.

You must show only ONE company at a time (can not have both lyft/Uber).

The white zone is for immediate loading and unloading, no waiting. Do not stop in a red zone...
