Akron XL Surge?

I go to the pax app, and probably 8/10 times I see, "NO uberXL AVAILABLE"

Yet, it only surges when uberX surges too?

Just a programming snafu for the area? Seems to me that if there's never XL available in crAkron that there'd almost always be a surge, right?

In CLE, it used to be that different service levels 'surged' independently.
Uber (and drivers) found that when X service was surging 2.x or more, riders would just order a non-surging select or XL.

Since around spring 2015 all service levels now surge at the same rate at the same time.
And (with a few grandfathered exceptions) XL & Select drivers also now receive X ride requests.
