It is legal because touting laws were dropped last year in Victoria. However, AP forbids it and the drivers can lose their AP accreditation if caught

No its just airport parking in which that they can get you, the federal police don't chase touters any more, touters actually make good money because they set their own price and pay no commission your only cost is parking.

Total rubbish
Go in the terminal and see for yourself, airport staff ask you for airport accreditation and leave you to tout, no accreditation = a warning of a possible fine.
Read 4a you must comply to the rules meaning have airport accreditation on you

Airport staff don't understand their own rules just like the police officers don't understand CPV regulations.
You should test their knowledge on-site and and report them to their managers. Lol

You go inside the terminal, the announcement Cleary states to the public that if driver approaches you please only use ACCREDITED AND LICENSED DRIVER. ben legal since 1st July 2017. I saw one get asked to leave Tuesday night for have no accreditation ID on him, they escorted him out.
