    The $1 million insurance policy is what Uber already provides during Periods 2 and 3 (en route to trip or on trip). Staggered Leach is not correct that drivers must carry the $1 million coverage on their personal insurance. A ride sharing endorsement from GEICO or State Farm is sufficient.

    I drove yesterday (Saturday) in Des Moines, and it surged off and on downtown and elsewhere from 4-8 p.m. (1.5 around 4:30 p.m., 4.7 at 5 p.m. downtown when Baconfest ended, 1.7 at 5:20 p.m., 2.0 at 6, etc.), so I know the surge was happening at least during some periods this weekend.
